I have noticed ethics mentioned a few times. I dont really think that ethics had anything to do with not using magical means to get one to tell the truth. In my opinion I dont think that the ministry showed much ethics at all, speaking of the minister himself and his under secretaires. Look at Umbridge for example.

One thing I noticed when I was wondering all of this is, the posibility of the death eaters using a kind of dark magic that posibly could conceal this from the ministry.

When Rowling was asked about why Sirius couldn't prove he was innocent through veritaserum, she commented that he could have been accused of using Occlumency. So apparently veritaserum isn't totally foolproof because the person subject to it can use Occlumency.

Hmm, loopholes, loopholes, everywhere, right?? It seems that when the Ministry thinks of one thing, the Death Eaters think of another to shoot it down...

The Ministry was full of death eaters. I guess that tells us why.

Well said TheOrder1775. Another point regarding the ethics is that at every point when it might have been justified (eg. At the height of muggle killings, etc) the ministry has been currupted. It is only during more peaceful times that they have been free to use more measures. The problem is that an increased freedom during peacetime inevitably leads to a smaller capacity to use that freedom. Think of the critics that would be produced from using such an invasive form of questioning as is produced from veritaserum or legilimency. Also remember that the ministry must be, to an extent, democratic in it's policies, so it is unlikely that these measures would be allowed to be introduced. And as has already been stated, as soon as the ministry can justify it - it's too late!

I can imagine that if they had a half way decent Minister, things would be done differantly. Maybe they would get some kind of handle on the corruption, and have a better investigation process.
