We know that loyalty can call Fawkes to a person in need - presumably it can also keep Fawkes away if that was what Dumbledore asked.

Fawkes isn't like 'most birds' though. He seems to shed feathers when he's been asked to act as a look-out and deliver notes (both after Mr Weasley was hurt by Nagini). Perhaps he has to give a feather up willingly in order to it to serve as a wand core.

Apparently so. I think the anti-Apparition Charm must only apply to humans, since a phoenix and house-elves can do it.
