I think you're probably right. In the book, there are some characters that just show up, like Bard, and we don't really get to know them. I think it makes sense in the movie to develop some backstory and context for such characters. In any case, they needed a way to show that the Master was corrupt, which is stated in the book (it's escaping me exactly what is said about the Master of Laketown in the book...).
