I think she felt that it was necessary for us to know how the dark times in the magical world affects the muggle world. I'm sure she had her reasons, and in 12 days we'll see

I think that Jo needed to do more than just introduce the muggle impact of the greater war.

From a literary standpoint, I think she needed to add some context and other information before moving to the more important "Spinner's End" chapter. In OoTP, we are in a world where nobody believes Harry or the Order. By the end of the book we have had the large battle, but little after the battle change in MoM perspective. LV's strategy in OoTP is to lay low and not be noticed, so it is important to clearly state that he has forgone this route and the larger war has started.

If we don't have this context previously, we end up reading the Spinner's End without the context of LV's changing plans. I'm not sure how much this would change things, but I think that Jo felt she wanted to give a bit more context as to what kind of world we were now living in post MoM battle before moving on.

As to Kingsley protecting the PM, I think this is similar to the overall change in the MoM that they have moved from denial, to trying to protect people. They take Tonks and other Aurors and put them at Hogswarts and Kingsley with the PM. Maybe that means Kingsley and the PM will appear in DH, but I think it will be minor and the main reason to introduce the PM was simply to show the changed world, beginning of the greater war and to provide context prior to the more important Spinners End.

Am I right in assuming the "Other Minister" was in actuality John Major? Wouldn't it be awesome if he could play himself in the HBP movie?!

I think that the point of this is to show that the Wizarding world can have a great effect on the Muggle world, even when they don't realize it. It shows, as was pointed out, that the war is really on now, no more Voldemort sneaking around in the shadows and building power in secret. The scene with the Prime minister also shows how the wizarding world reacted to the cover up of the return of Lord Voldemort - Cornelius Fudge's worst nightmare came true, and he has no one to blame but himself.

to know that the wizarding world effects the muggle world, and it was a creative way of introducing scrimgeaour and say waht voldy had been doing

There is no doubt if LV were to take over the magical world, he'd start trying to take over the Muggle world next. It was also a creative and interesting way for us to find out what had been happening. I like it - one of the "quirky detail" segments I so enjoy.

I honestly can't say JK had a point when it came to telling us about the muggle PM. When I was first reading HBP, I just thought oh, ok, JK is introducing us to him so that we have proof like Dumbledore said that wizards and muggle's are in contact with each other. I don't think his being introduced was not significant. But, as the Minister of Magic said to him, would he ever tell anyone he knew the magic world existed. I think its more of a Muggle Relations section of the Ministry. Involve the Muggle minister, but not enough for them to actually do anything. I thought it was a very insightful chapter. It let us know that even though wizards throw their noses up at Muggle's, they still involve them.

I think 'The Other Minister' chapter was just designed to show us what was going on from the Muggle's point-of-view. Plus Scrimgeour was introduced, and we got to see a bit more about how the magical world and the Muggle world interact.

I think the whole point of that meeting was to really tie in that sense of reality in the HP world. For the last many books, there has not really been much said about the muggles (some, but not a lot,) and the wizarding world has become separate from the real world. I think JKR was trying to show that the Muggle world and the wizarding world were very closely related, and affected eachother in very real ways. Plus, Scrimgeour was introduced.

I think the point of starting it off with the introduction of the muggle PM was to show that Voldemort isn't going to stop at controling the wizarding world, muggles are going to be affected too. When I first read it, I didn't think it was pointless at all. It basically started off by saying, alright, this is going to be bigger than we thought. Also, it pointed out that more people were dying.

Maybe it was just showing that destruction was happening in the muggle world as well as the wizarding world. Also that some muggles know about the wizarding world even when there are no connections.

Plus it also gave her the opportunity to put Vernon in his place in DH when he finds that the best auror, Kingsley, had better things to do than protect him.
