Yup, you've hit the nail on the head, I think.

I think they just understand each other in a way we can't comprehend. Like owls, like other animals. I don't think it's mind language, really, but something that we just can't comprehend because we have no experience or knowledge of it. So simple, yet so complicated.

In PoA I got the impression that Fudge could speak Dementorese fine. He said that the Dementors were angry at Dumbledore for not letting them on the castle grounds and he said that the Dementors reported that Black repeated the same sentence in his sleep over and over again.

Actually, that's a really good question which I have never really thought of. And I'm ashamed to admit this, but I quite overlooked the comment that Cornelius Fudge made when he said that he "communicated to the prison guards" or something like that.

I guess I always thought they communicated through a mind connection of some kind. They could understand thoughts and feelings.

i do not think dememtors speak but they do understan us.....and i think we are able to understand them by thier action i guess by seeing what they are doing we can undertand what they want

I agree with the mind communication theory... but they might also just pantomime things or something like that? I always pictured the Dementors as simply being able to understand but not do much else

I did not think that they spoke. I think they just understand. I think they understand all the languages.

Communication paths:

Dementor to Dementor: their own brand of two-way legilimency
Human to Dementor: they use dementish legilimency, reading thoughts, emotions, and memories
Dementor to Human: at best, they use simple gestures to indicate understanding

...just a guess?

I don't think the Dementors can speak, or we would have heard them by now. I always assumed the Dementors weren't the only guards (they can't be or there would be no one keeping Lucius in prison right now) and that the guards that do the "reporting" are wizards.

That's a good way to put it. I've always seen the Denemtors as a kind of guard dog. The wizards would know how they reacted to certain situations because they know the nature of the Dementors, like a handler would know the nature of a dog, and have not actually communicated with them.

First of all HelterSkelter, great album, I agree! One of my favorites. Anyway, when I first brought up the question about the Dementor's language, I was intrigued by Fudge's ability to talk with them and the fact that Dumbledore could also talk with them ( in PoA they were angry with DD because he would not allow them into the grounds). I think that the Dementors must speak some English, albeit a rudimentary form of English, and that is how they communicate with prisoners and other people. I think they only make the rattling sound when they attack: they suck the air and warmth from all around, together with all happy thoughts and memories. This would be their attack mode. Their normal mode could be something quite different.

I don't think they really speak so much as make that creepy sucking sound, but that could be a language...a pretty weird language.
