Well, both Dudley and Draco owe Harry for their live, don't they? Harry repelled the dementers off his cousin when they were trying to suck out his soul. During the Battle of Hogwarts, Harry pulled Draco from the burning Room of Requirement and then stunned a Death Eater. These things wouldn't really wear off, would they?

So, they probably could acquaintance due to gratefulness, but probably not being close.

These things take time. I think they could become friends, but I don't think they would be close, strong relationships. Think about if somebody had bullied you for your entire life, you couldn't just up and be besties with them all of a sudden, right? It'd be awkward for a bit, and then you'd start to patch things up. But both sides have to be willing to do it, which is another thing. If Harry wanted things with Draco or Dudley to be better, Draco and Dudley would both have to be willing to work at it as well.
