but

I actually think your estranged ending would be hilarious. It would show how small minded people can be. The fact that Harry is basically a celebrity in the the wizarding world (he is rich and famous) and that he may,by the end of the 7th book, have vanquished the dark lord and in doing so saved both the wizarding and muggle worlds...I just think it would be so funny if the Dursleys just couldn't comprehend that Harry is a good, talented boy with uncommon power even after all of that. It's sort of like saying "I saved the world, what else do you want me to do?" And they would still get very excited whenever Dudley managed to stick to his diet for an hour or something ridiculous like that. I don't know maybe it's just my odd sense of humor

I think her words are being mis-interpreted.

The phrase "a late bloomer" does not mean a non-magic suddenly uses magic.

In our world "a late bloomer" means someone that took a little longer than anyone else to "come along" in some manner.

Like little susie was a late bloomer(didnt need a bra til age 15) or something of that nature. Maybe not the best analogy but it works.

The late bloomer is going to be Neville Longbottom, who up til this point has been abysmally bad at magic.

He's going to bloom, he will smoke Bellatrix and some of her death eater pals.

I'm not sure I understand what you mean by that. Of course she died. The late bloomer comment was made in 1999 and could have referred to GoF, OotP, HBP or DH. I think it happened in HBP.

What about Mrs.Figg? Even though she is a squib, she is a background character that we have actually seen/met enough. Filch could qualify too in that sense.

I'm still of 2 minds about this.Merope still may be the best answer to this question.She was undoubltably born a witch,but was barely functionable under the influence of her father and brother-in fact,someone like Nevelle is a wizarding Genious compared to Merope
Then suddenly,in the absence of her male family members,she acts like a fully competent witch(certainly fits"late blooming"definition)and does enough magic to snare Tom Riddle!This could be all there is to the "late blooming"witch/wizard question.
But if not?Well how about Arabella Figg?According the blurb on the UK childrens cover,Harry is waiting to be escorted safelyaway from Privet Drive"if they canMaybe Figgy lends an unexpected MAGICAL hand to this enterprise,and Harry gets away safely PRESISELY because Figgy was that late bloomer at exacly the optimum time
Anyway,I've always like Mrs Figg a lot

he could do magic befor age 11 or he wouldnt be in hogworths

Merope can't be the answer, because she died long ago. And the late-bloomer will manage to perform magic 'in desparate circumstances'. When Merope was in desparate circumstances, she gave up using magic.

It's too bad that J.K.Rowling nixed the idea that Aunt Petunia was magical. It would have been interesting to learn that at 11 she decided she didn't want to be a witch and live in their world, so was de-magicked somehow by the Ministry.

I think it's gotta be Filch. We've seen Filchy from book one, he's been through so much, you gotta love him. Well, you gotta hate him too, but you still gotta love him. Plus there have been so many hints and scenes that bring the fact that he's a squib to greater light and I think that he deserves a chance to shine no matter how long. I mean the poor guy is a bit deranged and mean but he loves Hogwarts none the less and he's had a hard life. I think the whole Quick-Spell think in book two was foreshadowing to us seeing a triumphant, but perhaps momentary, magical moment for Filch.
